Yellow Ribbon Program (Post 9/11 GI Bill® Only)
Baylor University proudly participates in the Yellow Ribbon Program, offering this benefit to all qualifying undergraduate students. Baylor University does not offer the Yellow Ribbon Program to graduate students.
Yellow Ribbon Program Eligibility and Benefits
To qualify for the Yellow Ribbon Program (YR):
- You must be eligible for Chapter 33 Post 9/11 GI Bill® at the 100% benefit level and have entitlement, or
- A Purple Heart recipient, or
- You are a Fry Scholar
- You must be an undergraduate student
- You must be seeking a degree
- Fully exhaust the VA’s private school annual tuition and fee cap payment
The Yellow Ribbon can cover:
- Applicable tuition and mandatory fees to include Guaranteed Tuition Option
- Applicable study abroad applicable tuition and mandatory fees
- Applicable summer tuition and mandatory fees
The Yellow Ribbon does not cover:
- Housing
- Meal Plan
- Follett fees
- Parking permit
- Deposits
- Study Abroad deposits/fees
- Tuition or fees associated with courses that are not required for the degree, or
- Optional fees
Yellow Ribbon Cost Breakdown
1. Baylor University applies any tuition restricted scholarship, such as Distinction Award, ROTC, Athletic Scholarship, etc., toward applicable tuition and mandatory fees first.
2. Baylor VA Education Benefits office will then bill the VA for the remaining applicable tuition and mandatory fees.
3. If applicable tuition and mandatory fees exceed the VA’s annual cap payment, Baylor University and the VA will cover the remaining amount equally, splitting the difference 50/50.

Once you submit all required documentation, Baylor’s VA Education Benefits office will automatically apply the Yellow Ribbon benefit after the VA annual tuition and fee cap has been reached.
No. You must have remaining Post 9/11 GI Bill® entitlement to qualify. When your entitlement is exhausted, you are no longer eligible for Yellow Ribbon payments toward tuition and fees.
The VA annual tuition and fee cap must be used first, which usually occurs in the spring semester (see example). Yellow Ribbon only covers applicable tuition and mandatory fees. It does not pay for housing, meal plan, dining dollars, Follett fees, or other non-tuition expenses.
No. Yellow Ribbon is only available to students eligible for the Post 9/11 GI Bill® (Chapter 33) at the 100% benefit level. The VA determines the percentage based on the veteran’s active-duty service time.
