Refund Policies for VA Students
Chapter 33: Post 9/11 GI Bill® Refund Procedure
Refunds
The Veteran's Administration (VA) policy states "if the student enrolls and never attends, the school must refund to the VA the full amount of the payments received on behalf of the student." Therefore, Baylor will not be able to advance or refund any credit created by a Chapter 33 payment until the first day you attend classes for the term.
Refunds may be available if you have a credit balance after your financial aid and Chapter 33 benefits have been applied to your Baylor student account. At this point, Baylor will be permitted to release any remaining funds. Direct deposit refunds are automatically sent once funds are received by the VA, all charges are paid, and there is a true credit balance on the student account.

Please note that it may take weeks for Baylor to receive your Veteran Benefits funds. Be sure to submit your Request for Certification Form to the VA Education Benefits office as soon as you finalize your schedule so that processing of your VA Payment is not delayed.
Advances
Limited Advances are available beginning the first day of term if there is a credit balance or projected credit balance on the student account after Chapter 33 funds are paid. You may make a Limited Advance request by contacting Baylor One Stop.
Overpayment
The student is responsible for any overpayment of Chapter 33 benefits incurred due to a change in schedule. For example, if the VA has paid your tuition and mandatory fees for the semester and then your schedule changes and a Lab/Course Fee is refunded to your Baylor student account, you may owe that $50.00 back to the VA.
Chapter 31: Veteran Readiness and Employment (VR&E) Refund Procedure
Refunds
Refunds may be available if you have a credit balance after your financial aid and Chapter 31 benefits have been applied to your Baylor student account. Direct deposit refunds are sent once all charges have been paid and there is a true credit balance on the student account created by financial assistance.
Baylor University will send an invoice to the VA after the 20th class day of the semester to request payment of the VA Chapter 31 funds. At that point it may take several weeks for Baylor to receive your Veteran Benefits funds. Be sure to submit your Request for Certification Form to the VA Education Benefits office as soon as you finalize your schedule so that processing of your VA Payment is not delayed.
Advances
Limited Advances are available beginning the official refund release date of the term (this is usually Wednesday before class starts) if there will be a credit balance on the student account after Chapter 31 funds are paid. You may make a Limited Advance request by contacting Baylor One Stop.
